EN-GB><o:p>&nbsp;</o:p></span></b></p>

<p class=3DMsoNormal><span lang=3DEN-GB>Laurence Whitehead (Official Fellow=
 in
Politics) served as Acting Warden for the year, and therefore devoted a
considerable portion of his time to questions of college and university
administration.<span style=3D'mso-spacerun:yes'>&nbsp; </span>However, he a=
lso
continued with a series of writing and research commitments, notably on E-U
Latin American relations, and on Comparative Democratization, as well as
continuing his longstanding work on the politics of Latin America (notably
Bolivia, and Mexico, both of which he visited during the year).</span></p>

<p class=3DMsoNormal><span lang=3DEN-GB><span style=3D'mso-tab-count:1'>&nb=
sp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span>On
EU-Latin American relations he was the UK co-ordinator helping with the Thi=
rd
Annual Conference of the Red Eurolatinoamericano de Gobernabilidad para el
Desarrollo, held in Hamburg in December 2006. (He also took on the lead rol=
e in
organising the Fourth Conference, to be held in Nuffield in December
2007).<span style=3D'mso-spacerun:yes'>&nbsp; </span>In February 2007 he was
invited to represent the Vice Chancellor at the conference of the Rectors of
European and Latin American Universities, held in <st1:City w:st=3D"on">Lei=
den</st1:City>,
and he played an active part in the drafting of the Leiden Declaration which
was submitted to the Heads of State Summit in <st1:City w:st=3D"on"><st1:pl=
ace
 w:st=3D"on">Vienna</st1:place></st1:City>.<span style=3D'mso-spacerun:yes'=
>&nbsp;
</span>In April he chaired the European-Latin American section of the Latin
American Studies Association conference in <st1:City w:st=3D"on">San Juan</=
st1:City>,
<st1:place w:st=3D"on">Puerto Rico</st1:place>.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>He also delivered a keynote speech=
 at a
Eurolatinamerican forum in <st1:place w:st=3D"on"><st1:City w:st=3D"on">Lis=
bon</st1:City></st1:place>.</span></p>

<p class=3DMsoNormal><span lang=3DEN-GB><span style=3D'mso-tab-count:1'>&nb=
sp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span>On
Comparative Democratization he collaborated with <st1:PersonName w:st=3D"on=
">Desmond
 King</st1:PersonName> to finalise the manuscript of their forthcoming edit=
ed
volume on the Democratization of the <st1:country-region w:st=3D"on"><st1:p=
lace
 w:st=3D"on">USA</st1:place></st1:country-region>.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Also, in his capacity as Chair of
Research Committee 13 of the International Political Science Association, he
organised four panels on &#8220;Neglected issues in Comparative
Democratization&#8221; for the 20<sup>th</sup> Congress in <st1:place w:st=
=3D"on"><st1:City
 w:st=3D"on">Fukuoka</st1:City>, <st1:country-region w:st=3D"on">Japan</st1=
:country-region></st1:place>
in July 2006.<span style=3D'mso-spacerun:yes'>&nbsp; </span>In association =
with
that trip he gave the opening keynote address at an International Conferenc=
e on
Legislatures and Parliaments in the 21<sup>st</sup> century, in <st1:place
w:st=3D"on"><st1:PlaceName w:st=3D"on">Soochow</st1:PlaceName> <st1:PlaceTy=
pe
 w:st=3D"on">University</st1:PlaceType></st1:place>, organised by the Taiwan
Foundation for Democracy.</span></p>

<p class=3DMsoNormal><span lang=3DEN-GB><span style=3D'mso-tab-count:1'>&nb=
sp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span>He
took part in two UNDP sponsored visits to <st1:country-region w:st=3D"on">B=
olivia</st1:country-region>
(November 2005 and August 2006), and organised a two-day conference in <st1=
:PlaceName
w:st=3D"on">Nuffield</st1:PlaceName> <st1:PlaceType w:st=3D"on">College</st=
1:PlaceType>
concerning <st1:country-region w:st=3D"on"><st1:place w:st=3D"on">Bolivia</=
st1:place></st1:country-region>&#8217;s
new political direction (February 2006).<span style=3D'mso-spacerun:yes'>&n=
bsp;
</span>The results of this work are taking shape as edited volume under his
co-direction.</span></p>

<p class=3DMsoNormal><span lang=3DEN-GB><span style=3D'mso-tab-count:1'>&nb=
sp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span>The
most important activity of the Centre for Mexican Studies, which he directs,
was as international seminar on &#8220;Close Fought Elections&#8221;, held =
in
conjuction with the Instituto Federal Electoral and the Tribunal Electoral,=
 in <st1:City
w:st=3D"on"><st1:place w:st=3D"on">Mexico City</st1:place></st1:City> in Ma=
rch
2006.<span style=3D'mso-spacerun:yes'>&nbsp; </span><span
style=3D'mso-spacerun:yes'>&nbsp;</span>The comparative academic work gener=
ated
by this event is appearing in English as a special issue of the <i
style=3D'mso-bidi-font-style:normal'>Taiwan Journal of Democracy</i> which =
he
edited. The full proceedings have also been issued in Spanish by the <st1:C=
ity
w:st=3D"on"><st1:place w:st=3D"on">IFE</st1:place></st1:City>.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>The Centre also co-sponsored a res=
earch
project on horizontal inequalities between Mexican Municipalities, for the
Ministry of Social Development, and this was awarded the <i style=3D'mso-bi=
di-font-style:
normal'>premio nacional</i> of the Colegio Nacional de Economistas.</span><=
/p>

<p class=3DMsoNormal><span lang=3DEN-GB><span style=3D'mso-tab-count:1'>&nb=
sp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span>In
April 2006 he delivered a keynote address to the 19<sup>th</sup> Conference=
 of
Latin American Finance Ministers and Central Bankers in <st1:place w:st=3D"=
on"><st1:City
 w:st=3D"on">Washington</st1:City> <st1:State w:st=3D"on">DC</st1:State></s=
t1:place>,
dealing with the political economy of the exceptionally crowded electoral
calendar of 2006.<span style=3D'mso-spacerun:yes'>&nbsp; </span>He also gav=
e the
opening address at a <st1:place w:st=3D"on"><st1:PlaceType w:st=3D"on">Univ=
ersity</st1:PlaceType>
 of <st1:PlaceName w:st=3D"on">Toronto</st1:PlaceName></st1:place> conferen=
ce on
&#8220;learning to Lose&#8221; in the course of the same visit.</span></p>

<p class=3DMsoNormal><span lang=3DEN-GB><span style=3D'mso-tab-count:1'>&nb=
sp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span>This
was an unusually productive year in terms of academic publications, mainly
because a series of long running prior activities came to fruition just whe=
n he
was diverted into College administration.<span style=3D'mso-spacerun:yes'>&=
nbsp;
</span>But a number of other projects are currently developing and he has
plenty of research to turn back to now that the Acting Wardenship has reach=
ed
its termination.</span></p>
