<p class=3DMsoNormal><b><span lang=3DEN-GB>Laurence Whitehead</span></b><sp=
an
lang=3DEN-GB> (Official Fellow) was on leave this year. With the disappeara=
nce of
the General Board he relinquished almost all his university responsibilities
and he also came to the end of his term of office as College property bursa=
r.
Apart from some continuing doctoral supervision and occasional lectures, he=
 was
free to concentrate on his own studies. The major focus of his work was the
completion of a book manuscript on <i>Democratization: Theory and Experienc=
e</i>,
and most of his other activities were directly or indirectly linked to that
undertaking.</span></p>

<p class=3DMsoNormal><span lang=3DEN-GB><span style=3D'mso-tab-count:1'>&nb=
sp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span>One
chapter of his book deals with &#8216;citizen security&#8217;, and includes=
 a
case study of <st1:country-region w:st=3D"on"><st1:place w:st=3D"on">El Sal=
vador</st1:place></st1:country-region>,
which he visited twice during the year. These visits were in connection wit=
h a
government-financial collaborative research project under his direction. The
initial plan was to hold a conference in St Antony&#8217;s at the end of
January 2001, to review the work of the various contributors. Unfortunately=
 a
week before the conference was due <st1:country-region w:st=3D"on"><st1:pla=
ce
 w:st=3D"on">El Salvador</st1:place></st1:country-region> was struck by a s=
evere
earthquake which made it necessary to revise and reschedule the project. A
modified and updated version of the conference will now be held in <st1:City
w:st=3D"on"><st1:place w:st=3D"on">Mexico City</st1:place></st1:City> at th=
e end of
September.</span></p>

<p class=3DMsoNormal><span lang=3DEN-GB><span style=3D'mso-tab-count:1'>&nb=
sp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span>Anot=
her
theme of his book concerns the distinctive historical foundations of
democratisation in various contexts. He spent much of March in <st1:country=
-region
w:st=3D"on"><st1:place w:st=3D"on">Bolivia</st1:place></st1:country-region>=
, where
the book <i>Towards Democratic Viability: the Bolivian Experience</i> was
launched and presented to a variety of audiences. Another chapter concerns =
the
relationship between democracy and monetary authority. Originally delivered=
 as
a paper at a panel he organised at IPSA (Quebec City) this has now expanded
into a collaborative volume due to be published in Brazil (in Portuguese) t=
his
autumn. In a similar vein he presented a paper on the distinctiveness of the
post-communist democratisations at a conference organised by the Millennium
Foundation in <st1:City w:st=3D"on"><st1:place w:st=3D"on">Budapest</st1:pl=
ace></st1:City>.
The Foundation is currently translating a selection of his writings on this
theme for publication as a volume in Hungarian. In association with the
European Union, the Polis Institute for International Affairs and the Center
for Democracy in <st1:State w:st=3D"on"><st1:place w:st=3D"on">Washington</=
st1:place></st1:State>,
he is also co-<span class=3DGramE>organizing</span> annual conferences on t=
he
transatlantic relationship, with particular emphasis on the eastern enlarge=
ment
of the EU and NATO. Aspects of this work were also presented at the Adenauer
Foundation in <st1:State w:st=3D"on">Berlin</st1:State>, at CREALC in <st1:=
City
w:st=3D"on">Aix-en-Provence</st1:City>, and at the <st1:PlaceName w:st=3D"o=
n">Men&eacute;ndez</st1:PlaceName>
<st1:PlaceName w:st=3D"on">Pelayo</st1:PlaceName> <st1:PlaceType w:st=3D"on=
">University</st1:PlaceType>
in <st1:City w:st=3D"on"><st1:place w:st=3D"on">Santander</st1:place></st1:=
City>.
He also presented a paper at a conference in the <st1:PlaceName w:st=3D"on"=
>Carter</st1:PlaceName>
<st1:PlaceName w:st=3D"on">Center</st1:PlaceName> in <st1:City w:st=3D"on">=
<st1:place
 w:st=3D"on">Atlanta</st1:place></st1:City> based on his chapter concerning
institutional design and accountability in new democracies. Other ongoing
collaborations involve the National Endowment for Democracy, the UNU, and t=
he
Pacific Council for International Policy, also mainly concerned with aspect=
s of
democratisation.</span></p>

<p class=3DMsoNormal><span lang=3DEN-GB><span style=3D'mso-tab-count:1'>&nb=
sp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span>This
is his final year as editor of the <i>Journal of Latin American Studies</i>=
. He
plans to remain actively involved with the Oxford Studies in Democratization
book series, but once his current commitments are completed, he expects to
devote most of his future research time to work on <st1:country-region w:st=
=3D"on"><st1:place
 w:st=3D"on">Mexico</st1:place></st1:country-region>.</span></p>
