The first phase of the research comprised a literature review of previous reports on public expenditure in the regions of England, and a desk analysis of the data that Departments supply to HM Treasury for its official publication, Public Expenditure: Statistical Analyses, known as PESA. PESA publishes an annual rolling series of tables giving public expenditure, and public expenditure per head, in each of the four countries of the UK and each of the nine regions of England. |

The second phase comprised field research in the Departments and agencies that supply the data. Most of our field researchers visited their Departments twice. In the first visit, in autumn 2002, they discussed their Department's procedures for gathering and reporting data on English regional expenditure with the Departmental officials responsible. In their second visit, in winter 2002-03, they observed the compilation and return of the data in real time as Departments made their returns to HM Treasury for the latest edition of PESA. |

The third phase comprised a study of the flows of European public expenditure into the English regions, involving discussions with both European Commission Directorates-General and UK government departments. |
